▶문경연 (Kyungyon Moon)
문경연은 현재 전북대학교 국제인문사회학부 조교수이다. 영국 크랜필드대학교에서 박사학위를 취득했으며, 노르웨이 오슬로대학에서 국제개발협력으로 석사학위를 취득하였다. 최근 논문으로는 “국제사회의 개발을 위한 정책일관성 동향연구” (󰡔국가전략󰡕, 2017) 등이 있다.

Dr. Kyungyon Moon is Assistant Professor of the School of International Studies at Chonbuk National University, Republic of Korea since 2016. He served as Research Fellow at the Research Institute for North Korea Development at the Export-import Bank of Korea from 2014 to 2016, and Research Professor at the Graduate School of International Studies at Korea University from 2013 to 2014.


▶박지연 (Jiyoun ParK)
박지연은 현재 전북대학교 국제인문사회학부 조교수이다. 이화여자대학교 북한학과에서 박사학위를 취득했으며, 영국 요크대학교에서 개발협력으로 석사학위를 취득하였다. 최근 논문으로는 “why targets of economic sanctions react differently”(International Journal of Conflict and Violence, 2017), “The clean development mechanism (CDM) as a financial platform for North Korea’s development” (Journal of the Asia Pacific Economy, 2018) 등이 있다.

Dr. Jiyoun Park is Assistant Professor of the School of International Studies at Chonbuk National University. She received her PhD from the Ewha Womans University (ROK) following a MA from the University of YORK (UK). Her research interests encompass economic statecrafts dealing with North Korean issues. Currently, she published “why targets of economic sanctions react differently” (International Journal of Conflict and Violence, 2017), and “The clean development mechanism (CDM) as a financial platform for North Korea’s development”
(Journal of the Asia Pacific Economy, 2018).


▶ 송영훈 (Young Hoon Song)
송영훈은 현재 강원대학교 정치외교학과 조교수이다. 미국 사우스캐롤라이나대학교 정치학과에서 박사학위를 받았다. “장기화된 난민위기와 국제개발협력” (󰡔통일정책연구󰡕, 2017), “해외체류 탈북자와 북한인권 개념의 복합구조” (󰡔다문화사회연구󰡕, 2016) 등의 논문을 발표하였다.

Dr. Young Hoon Song is Assistant Professor of the Department of Political Science at
Kangwon National University. He recieved his PhD in Political Science from the University of South Carolina (USA). He served as Research Fellow at tha Korea Institute for National Unification (KINU) from 2014 to 2015 and Research Professor at the Institute for Peace and Unification Studies, Seoul National University from 2011 to 2014.



<초록 / Abstract>
지난 20여 년간의 대북지원 총 규모는 동일 시기 북한의 국내 총생산의 약 2% 수준이다. 특히 대북지원이 활성화되었던 1999년에는 북한의 국내 총생산이 약 48억 달러 수준이었으며, 대북지원 규모는 약 4억 달러로 총생산의 약 8.3%였다. 한국을 포함한 국제사회의 대북지원은 북한경제 전반에 다양한 영향을 미칠 수 있는 대규모 재원의 제공으로 해석할 수 있다. 따라서 지난 20여 년간의 대북지원을 비판적으로 고찰하고, 향후 효과적인 대북지원 방안을 모색하는 것은 한반도 평화번영을 위한 북한개발 전략 마련의 필수작업이 아닐 수 없다. 분석결과에 따르면 지난 20여 년간의 대북지원 규모의 변동이 정치적 부침에 지나치게 영향을 받아왔다. 한국을 포함한 주요 공여국들의 대북지원은 정치적 부침에 매우 취약했으며, 국내외 민간단체도 정치적 부침에서 자유롭지 못했다. 본 연구는 정치적 부침에 따른 영향을 최소화하기 위한 대북지원 추진 방안들로 인도적 차원의 지원에 있어 탈정치적 원칙의 고수, 정부가 주도하는 대북지원 방식보다는 민간단체 및 국제기구와의 협업 활성화를 통한 통일 지지기반 확대, 국내 대북지원 민간단체들의 내부 역량 강화를 위한 제도 정비, 민간단체를 포함한 다양한 형태의 복합적 파트너십 구축을 정책적 시사점으로 제안하고 있다.

The total foreign assistance to North Korea for the past 20 years counts for 8.3% of GDP of North Korea, which means assistance from the international community including South Korea was one of factors that affects North Korea’s social and economic aspects. A critical review of 20 years of foreign assistance to North Korea is an essential work in searching for more efficient and effective assistance to and cooperation with North Korea for peaceful Korean peninsula. This study shows that there was serious fluctuation in bilateral assistance from donor governments and that NGOs’s assistance was neither free from political environment between North Korea and the international community. This study suggests policy implications for the future assistance to North Korea as follows: de-politicizing of humanitarian assistance, building a favourable environment through the delivery of assistance to North Korea by NGOs and international organizations, reforming institution for the vitalization of NGO operations, and searching for innovative way of partnership between government and non-government actors.
