이영주는 한국외국어대학교에서 정치학 박사학위를 취득하였으며, 현재 한국외국어대학교 국제지역연구센터 초빙연구원이다. 전공분야는 국제정치 및 국제정치경제이고, 연구 관심분야는 금융, 화폐성, 화폐이론 및 사이버 화폐 등이다.
Young Ju Lee is a research fellow of Center for International Area Studies at Hankuk University of Foreign Studies. His research interests include international relations, international political economy, finance, moneyness, money theory, and cyber money. His main writing on moneyness and money theory has appeared in the Korean Political Science Review.
<초록 / Abstract>
본 논문은 최근 각국 정부로부터 다양한 관심과 규제를 받고 있는 가상화폐 비트코인에 대해 신증표화폐론의 입장에서 연구하는 것을 그 목적으로 한다. 기존의 비트코인에 대한 연구는 비트코인과 같은 가상화폐에 대한 표면적 현상(경제적 효용성 및 기술적 혁신)만을 중심으로 논의를 진행시켜왔다. 즉 화폐성(moneyness)을 구성하는 다양한 요인(정치경제적 요인)을 포착해 내는 과정 그 자체가 제한적이었다고 할 수 있는 것이다. 이에 본 논문은 비트코인과 같은 가상화폐에 대한 이러한 분석의 한계가 화폐 이론을 통한 접근의 부재 때문인 것으로 판단한다. 따라서 본 논문은 다양한 화폐 이론 가운데서 신증표화폐론(neochartalist theory)을 통해 비트코인을 분석해 보고 이를 근거로 각국 정부의 대응을 살펴보고자 한다.
This study is focusing on a cyber money, bitcoin, of which now financial authorities are trying to take control based on a neo-chartalist perspective. This paper also has an argument that existing research has failed to clarify bitcoin’s characters because of being without theoretical monetary approach including moneyness. Against this backdrop, this study is analysing financial authorities’ positions on bitcoin with the
neo-chartalist theory too.
