<초록/Abstract>
본 논문은 2007년 1월부터 2018년 6월까지 138개월간 남북협력기금 집행 규모 결정 요인분석을 통해 한국 정부의 남북협력기금의 집행 동기를 탐색하는 것을 목적으로 한다. 분석결과 첫째, 일정 기간이 경과한 북한의 경제 상황, 남한의 정치경제 상황 그리고 남북관계 변화는 기금 집행에 유의미한 영향을 미치지 못하는 것으로 분석되었다. 즉 남북협력기금의 집행은 비교적 최근의 상황변화에 민감한 것으로 판단된다. 둘째, 남북협력기금의 집행에서 한국정부의 도덕적 동기는 발견되지 않는다. 분석결과에 따르면 북한의 경제 상황이 개선될수록 기금의 집행 규모가 증가되고 있을 뿐 아니라, 인도적 지원 분야에 대한 집행 규모도 북한의 경제 상황이 개선될수록 증가하고 있었다. 셋째, 한국의 국내 정치적 상황이 기금 집행 규모에 유의미한 영향을 미치는 것으로 분석되었다. 예를 들어 정부에 대한 지지도가 높을수록 그리고 진보정부일수록 남북협력기금 집행 규모는 증가하였다. 또한 통일에 대한 우호적인 여론이 조성된 정치적 환경에서 기금 집행 규모가 증가한 것으로 분석되었다. 마지막으로 남북관계의 특징은 남북협력기금 집행 규모에 유의미한 영향을 미치지 못하는 것으로 밝혀졌다.
This paper explores determinants of Inter-Korean Cooperation Fund allocation through analysis of episodes for 138 months from January 2007 to June 2018. Results are as follows. First, political and economic issues which had been passed more than 5 months do not affect to IKCF allocation. Secondly, it is difficult to find the moral motivation of the Korean government in implementing the Inter-Korean Cooperation Fund. According to the regression analysis, Korean government put more money as the North’s economic situation improves, and even the analysis on humanitarian aid alone showed positive relationship between the North’s economic situation and IKCF spending. Third, the inter-Korean relationship variables did not significantly affect the total spending of the inter-Korean cooperation funds, and the Korean government’s domestic political motivation was analyzed as a significant variable.
