Bowon Chang is a Visiting Professor in the Department of Political Science at Konkuk University where she received her Ph.D. in Political Science. She is interested in conducting research on international relations and international development cooperation. Her recent publication is “Science and Technology ODA: Concepts and International Landscape” (2020).
<초록/Abstract>
이 연구는 역사적으로 원조의 핵심 분야이자 공공외교 영역에서 부상하고 있는 과학기술 공적개발원조(ODA: Official Development Assistance)의 공여결정요인을 국제정치적 관점에서 탐구함으로써 과학기술 분야 원조에 대한 이론적 논의를 확장한다. 국가별로 상이하게 나타나는 과학기술 ODA 형태는 각 국가의 국제정치적 위상과 과학기술의 활용이 만나는 접점의 역사에 기인한다. 이를 검증하기 위해 전체 원조에서 과학기술 ODA 비중이 높은 호주와 한국의 사례를 역사적․제도적․행태적 관점에서 분석하였다. 호주와 한국은 과학기술 ODA를 통해 각각 역내 이니셔티브 선점과 전문성 강화라는 목적을 달성하고자 노력하고 있는데, 이는 호주와 한국의 긍정적인 초기 원조 경험이 과학기술 ODA의 제도적 특성과 실질적 행태에 투영되고 있음을 의미한다. 이러한 연구결과는 두 가지로 해석된다. 첫째, 과학기술 ODA 논의는 제2차 세계대전 이후 기술원조로부터 이어지는 국제정치적 맥락에서 파악될 때 학술적 이해의 폭을 넓힐 수 있다. 둘째, 과학기술 ODA에 대한 역사적 경험은 지속력을 가질 수 있는 제도로 뒷받침되며 실질적 원조 행태에 영향을 미친다. 과학기술 ODA는 원조의 현실주의적 대안이자 공동발전이라는 자유주의적 속성을 확보함으로써 개발협력의 규범과 목적에 부합한다. 호주나 한국처럼 역사적 토대를 기반으로 과학기술의 국제정치적 활용을 선도하는 중견국의 역할이 기대되는 시점이다.
This study explores science and technology ODA determinants in an international political context, and expands discussions on history and areas of aid. To this end, the cases of science and technology ODA in Australia and Korea, which have a high proportion of science and technology ODA compared to the total ODA, were analyzed from historical, institutional and behavioral perspectives. Australia and South Korea are striving to achieve the goal of preempting regional initiatives and strengthening expertise through science and technology ODA, which is attributed to historical experiences reflecting their international political status and use of science and technology aid in the past. In other words, the historical legacy of using science and technology according to the international political status of each country in the international community plays a crucial role in forming a modern science and technology ODA. It implies that the complex characteristics of science and technology ODA, a realistic alternative to development cooperation and a liberal nature that guarantees the sustainability of joint development, is an alternative to the middle power countries’ aid strategy.
