유현주는 한국외국어대학교 정치외교학과 부교수이다. 조지타운대학교에서 국제정치학으로 박사를 받았으며, East West Center 펠로우, Social Science Research Council 펠로우, 트리니티 대학교에서 조교수, 부교수를역임하였다. 주요 연구 주제는 동맹관계, 외교정책이다.
Hyon Joo Yoo is an Associate Professor in the Department of Political Science at Hankuk University of Foreign Studies. She received fellowships from East West Center, Washington, D.C. and Honolulu, Hawaii and Social Science Research Council, New York while she was Assistant/Associate Professor in the Department of Political Science at Trinity University, Texas. Her research focuses on alliances and foreign policy analyses. She received her Ph.D. in Government from Georgetown University.
<초록/Abstract>
본 논문은 최근 국제관계 분야에서 주목을 받고 있는 티모시 크러포드(Timothy Crawford)의 쐐기전략의 이론적 논리를 설명하며 비판적으로 분석한다. 쐐기전략은 위협적 혹은 저항적 동맹을 약화 또는 와해시키는 노력으로 국제정치 현상을 설명하는 유용성과 적실성이 존재한다. 그럼에도 불구하고, 쐐기전략을 국제정치 분야에서 심도 있게 다룬 것은 최근 10여 년에 지나지 않으며, 학술적 연구는 여전히 부족하다. 최근 미국의 동맹국들을 상대로 중국 및 러시아의 정책이 미국의 영향력에 반(反)하는 쐐기전략의 형태를 보이고 있어 그 이론적 논의가 시의적절하다. 본문에서는 쐐기전략의 특징을 기존 신현실주의 이론과 비교·설명하고, 쐐기의 목표와 내용은 무엇인지, 쐐기전략을 상쇄하는 구속전략은 무엇인지 설명한다. 또한, 쐐기전략에 대한 이론적 접근이 동아시아 지역에 어떤 의미가 있는지 논의하고, 이론의 문제점 및 향후 연구 방향을 제시한다.
This article analyzes Timothy Crawford’s theoretical argument of wedge strategies in the field of International Relations. Since wedge strategies are designed to weaken or break threatening or confrontational alliances, the concept is useful in explaining important international phenomena. However, it has been only ten or so years since the scholarly debate took place in International Relations and, therefore, there is still lack of theoretical work on this subject. The discussion of wedge strategies is at a very opportune moment, as China and Russia have chosen to increase their influence vis-a-vis the U.S. allies with intent of wedging in recent years. This article introduces the theory of wedge strategies in line with Neorealist schools of thought, highlights the distinct nature of the theory of wedging and discusses binding behavior, or an attempt to neutralize the wedge strategy. It also examines the implications of the theory on East Asia in the context of the U.S.-China rivalry. The article concludes with the theoretical problems of wedge strategies and a direction for future research.
