손기영은 고려대 아세아문제연구원 부원장이며, 영국 셰필드대학에서 박사학위를 받고 3년간 같은 대학의 동아시아학과에서 재직했다. 일본 토호쿠대학 및 아일랜드 더블린대학에서 객원 교수 및 연구원으로 근무했다. 영어신문 코리아 타임스에서 정치부장으로 재직했다. 최근 저서 로는 『학살의 제국과 실패국가: 한일관계의 불편한 기원』 (2022)과 Order Wars and Floating Balance: How the Rising Powers Are Reshaping Our Worldview in the Twenty-First Century (Routledge, 2018, with Andreas Herberg-Rothe)가 있다.
Key-young Son is the Vice Director and Professor at the Asiatic Research Institute, Korea University. He served as a lecturer at the School of East Asian Studies, the University of Sheffield in Britain and a visiting associate professor at the School of Law, Tohoku University, in Sendai, Japan. He was former political editor at the Korea Times. His recent publications include An Empire of Massacres and A Failed State: The Inconvenient Origin of Korea-Japan Relations(Seoul: Korea University Press, 2022) and Order Wars and Floating Balance: How the Rising Powers Are Reshaping Our Worldview in the Twenty-First Century (Routledge, 2018, with Andreas Herberg-Rothe).
<초록/Abstract>
본 연구는 21세기 인류가 직면한 전쟁을 포함한 실존적 위협에 대응하기 위해 국가안보와 인간안보라는 기존의 개념을 해체·재구성해 생명안보라는 개념을 제시한다. 새로운 발상이 필요한 이유는 국가안보라는 개념이 근대국가의 성립과 함께 형성되어 작동원리가 국민의 생명보다는 국토 및 정권의 수호라는 목적에 치중되었기 때문이다. 이 연구는 국제관계학에서 수행된 안보, 인권, 평화 연구의 토대 위에 생명 정치의 철학적 논쟁을 접목해 ‘생명안보’라는 개념을 제시한다. 국가 및 국제사회에서 생명안보가 국토 및 정권 안보의 논리에 의해 어떻게 주변화(marginalization)되는지 혹은 충돌하면서 어느 정도 인식되는지를 담론 분석을 통 해 밝힌다. 사례연구로 러시아-우크라이나 전쟁과 미국-이란 분쟁을 생명안보를 포함한 다양 한 안보 관점에서 분석한다. 결론에서 안보의 대상이 국토나 주권보다는 인간의 안전과 복지 에 초점이 맞추어지는 추세를 반영하면서, 생명안보의 주류화(mainstreaming) 방안을 제시 한다.
This study presents a new concept of ‘life security’ by deconstructing and reconstructing the existing concepts of national security and human security in order to respond to existential threats, including war, that humanity faces in the 21st century. The reason why a new idea is necessary is that the concept of national security was formed with the establishment of the modern state, and its principle of operation was focused on the purpose of protecting the territories and the government rather than the lives of the people. This study proposes the concept of life security by grafting the philosophical debates of bio-politics on the foundation of security, human rights, and peace studies conducted in international relations. It shows through discourse analysis how life security has been marginalized by the logic of homeland and regime security in the national and international community or to what extent its existence has been perceived as it collides with other concepts. As a case study, the Russia-Ukraine war and the US-Iran conflicts are analyzed from various security perspectives including life security. In conclusion, it suggests a method for mainstreaming life security, reflecting the trend that the subject of security is focused on human safety and welfare rather than territories or sovereignty.
