차태서는 현재 성균관대학교 정치외교학과 조교수로 재직 중이다. 서울대학교 외교학과와 동 대학원을 졸업하고 美 존스홉킨스대학에서 정치학 박사학위를 취득하였다. 한국국방 연구원 안보전략연구센터 연구원, 공군사관학교 군사전략학과 전임강사, 중앙대학교 국익 연구소 전임연구원 등을 거쳐, 미국외교정책, 국제정치이론, 국제관계사 등의 주제를 연구 하고 있다.
Taesuh Cha (Ph.D., Johns Hopkins University) is an Assistant Professor in the Department of Political Science at Sungkyunkwan University. He holds a B.A. and an M.A. in international relations from Seoul National University. He has served as a full-time instructor at the Republic of Korea Air Force Academy, a researcher at the Korea Institute for Defense Analyses, and a senior research fellow at Chung-Ang University.
<초록/Abstract>
오늘날 다극화라는 지정학적 격변은 한반도 문제의 성격에도 근본적인 변화를 추동하고 있 다. 무엇보다 단극 시대와는 완전히 다른 패권 경쟁의 환경 속에서 북한문제의 본질이 재정의되고 있는 역사적 국면이라는 점에 주목할 필요가 있다. 이에 북한은 ‘신랭전’의 도래를 새로운 전략적 기회로 여기고 주동적으로 새로운 국가 대전략을 모색 중이며, 남한 역시도 과거 자유세계 질서를 토대로 한 기성 안보전략과 완전히 구별되는 대북 접근법을 고민해야만 하는 난제에 직면하고 있다. 따라서 더 이상 기존 탈냉전 30년의 자유주의적 가정과 전제 위에서 대북정책을 기획해나갈 수 없다는 것이 본 연구의 기본 문제의식이다. 무엇보다 비핵화와 통일이 당분간 달성할 수 없는 목표라는 점을 인정한 후의 새로운 접근법을 고민해야만 한다. 결국 대안은 탈냉 전 기간 공론장의 주변부로 밀려났던 현실주의적 패러다임에서 찾을 수밖에 없다. 핵보유국 북한과 공존할 수 있는 ‘공포의 균형’을 군사적 측면에서 구축하고, 군비통제 협상을 통해 핵을 머리에 이고도 안정적으로 남북관계를 운용할 수 있는 외교적 위험관리 방안을 주변국들과 함께 모색해야 한다.
The nascent geopolitical shift, the emergence of a multipolar world, has radically reshaped the nature of the Korean question today. Such a new environment of hegemonic competition, distinguished from the past unipolar moment, is redefining the essence of the North Korean conundrum. While the DPRK sees new opportunities in the “neo-Cold War” and actively searches for a new grand strategy, the ROK also faces a historical challenge to devise an alternative approach to the North, which is totally different from the existing security framework based on the liberal world order. Therefore, this research argues that our future policy toward North Korea cannot be built upon the past liberal premises of the post-Cold War times. Indeed, it is required to find a new way after painfully accepting the fact that the traditional goals of denuclearization and reunification are hardly achievable for the time being. After all, we have no choice but to make an alternative plan, drawing on a realist paradigm which has long been marginalized in the public sphere. It is needed to militarily maintain a “balance of terror” and to diplomatically develop arms control regimes along with neighboring states, in order to peacefully coexist with a nuclear-armed North Korea.
