Ji Hoon Kim earned a bachelor’s degree in Political Science and International Relations from Pukyong National University, where he is currently writing a master’s thesis on international politics and international political economy. His research interests include international politics, international political economy, and global governance. He was also selected for the Korea–Germany Graduate Summer Institute Program under the National Research Foundation of Korea.

김주희는 독일 베를린자유대학교에서 정치학 박사를 취득하고, 현재 부경대학교 정치외교 학과 부교수이자 글로벌다층거버넌스센터 센터장, 한독사회과학회장이다. 주요 연구 분야는 국제정치경제를 기반으로 한 경제안보 시대의 초국적다자주의와 유럽–아시아 지역 협력이다. 주요 연구로는 “극우정당의 초국적 외교전략과 갈등의 정치화: 독일 대안당 (AfD) 사례분석”, “A Critical Analysis of Multilateral Aid of Middle Power States”, ““Making Multilateralism Matter”: Middle Powers in the era of the US-China Competition” 등이 있다.
Joo Hee Kim earned a Ph.D. in Political Science from Freie Universität Berlin and is currently an Associate Professor in the Department of Political Science and International Relations at Pukyong National University. She serves as President of the Korea–Germany Social Science Association. Her research focuses on transnational multilateralism in the era of economic security, grounded in international political economy. Dr. Kim has published several notable papers, including “Transnational Foreign Strategies of Far-Right Parties and the Politicization of Conflict: A Case Study of Germany’s Alternative für Deutschland (AfD),” “A Critical Analysis of Multilateral Aid of Middle Power States,” and ““Making Multilateralism Matter”: Middle Powers in the era of the US-China Competition.”
<초록/Abstract>
21세기 초반 국제질서는 미-중 전략경쟁과 팬데믹이라는 복합 위기 속에서 ‘규칙 기반’ 초 국적 다자주의의 기능 마비와 규범적 공백을 경험하고 있다. 본 연구는 이러한 위기를 단순한 제도 붕괴가 아닌 경쟁적 다자주의(contested multilateralism)의 구조적 한계로 진단하고, 이에 대한 대안으로 보완적 다자주의(complementary multilateralism) 개념을 제시한다. 보완적 다자주의는 중견국들이 규범적 리더십을 발휘하여 기존 제도의 기능적 공백을 메우고, 제도 회복 이후에는 스스로 해체되는 순환적 제도조정 메커니즘(cyclical institutional adjustment mechanism)으로 정의된다. 이를 검증하기 위해 본 연구는 ‘다자주의 연대(AfM: Alliance for Multilateralism)’와 세계보건기구(WHO) 간의 관계를 분석한다. 분석 결과, AfM은 WHO의 권위를 대체하지 않으면서 정치적·기능적 보완을 수행하였고, 초국적 다자주의 체제의 회복탄력성을 강화한 것으로 나타났다. 본 연구는 다자주의의 진화를 경쟁이 아닌 보완과 조정의 동학으로 재구성함으로써, 국제제도론의 이론적 확장과 중견국 외교의 새로운 역할을 제시한다.
In the early twenty-first century, the global order has faced institutional paralysis and normative vacuum amid the dual crises of U.S.–China strategic rivalry and the COVID-19 pandemic. This study interprets these challenges not as a collapse of institutions but as structural limits of contested multilateralism, and proposes complementary multilateralism within the broader framework of polylateral multilateralism. Complementary multilateralism refers to a cyclical institutional adjustment mechanism in which middle powers exercise normative leadership to fill the functional gaps of existing institutions and voluntarily dissolve once those gaps are addressed. Empirically, this study analyses the interaction between the Alliance for Multilateralism(AfM) and the World Health Organisation (WHO). The findings reveal that the AfM performed both political and functional complementarity without undermining the WHO’s authority, thereby enhancing the resilience of the polylateral multilateral order. By reframing the evolution of multilateralism from contestation to complementarity, this research contributes to theoretical refinement in global governance. It underscores the strategic significance of middle-power networks in transnational cooperation.
